What
is a Bulk Power
System?
The bulk power system can be described as the electric grid for an entire country or region as well as a "micro-grid" which may or may not be connected to the electric grid.
The bulk power system is comprised of; engines or turbines that turn generators, boilers, transformers, circuit breakers, transmission and distribution lines, control centers, substations and increasingly - energy storage systems such as battery energy storage. The bulk power system is made more efficient with technologies such as; demand side management, demand response, frequency regulation and other energy efficiency systems.
The bulk power system has been upgraded to be highly-redundant with enough resources to accommodate anticipated generation loads as well as a "reserve" margin to meet balancing and regulating needs.
The bulk power system is a highly-complex interconnected system. The critical strategic assets that make up the power grid include rotating machinery, transformers, circuit breakers, protective devices, transmission and distribution lines and towers, control centers, and substations. The bulk power system is highly redundant and planned with sufficient resources to accommodate expected loads, including a contingency/reserve margin to meet balancing and regulating needs.
The North American Electric Reliability Corp. (NERC) is responsible for the reliability of the “bulk” power system
(the electric grid) for the 49 U.S. states, the District of Columbia, the northwestern corner of
Mexico and all provinces in Canada.
The mission of the NERC is guarding the bulk power system against blackouts. NERC's
role in protecting the electric grid against blackouts began after the U.S.-Canadian blackout of August
2003 which left 45 million people in eight U.S. states plus 10 million in Ontario, Canada,
"in the dark" and without electricity for four days.

What
is Bulk Energy
Storage?
Bulk energy storage refers to various methods to "store" electricity within an electrical power grid.
Electrical energy can be stored during times that electrical generation from power plants exceeds the consumption by customers and the stored energy can then be utilized at times when consumption of electricity exceeds generation of electricity. Bulk energy storage permits power generation to be maintained at a more constant level, avoiding the sharp spikes in power generation so that the power plants can be more efficiently operated - reducing fuel consumption thereby reducing greenhouse gas emissions.
According to Sandia Labs in their report titled; "Energy Storage for the Electricity Grid; Benefits and Market Potential Assessment Guide" (February 2010), the market for energy storage exceeds $100 billion during the next ten years.
